AGCO Fines Great Canadian Entertainment for Allowing Minors to Gamble at Ontario Casinos
The Alcohol and Gaming Commission of Ontario (AGCO) recently announced that it has fined Great Canadian Entertainment a total of CAD 151,000 ($108,542) for alleged failures in preventing minors from gambling at three of its casinos in the Toronto area. The investigation revealed four separate occasions where minors were able to access and play at Casino Ajax, Pickering Casino Resort, and Great Canadian Casino Resort Toronto.
Alleged Violations at Great Canadian Entertainment’s Casinos
According to the AGCO, two out of the four instances of minors accessing the gambling facilities occurred at Great Canadian Casino Resort Toronto. The other two properties, Casino Ajax and Pickering Casino Resort, each committed a single violation. AGCO stressed the importance of maintaining high standards and preventing underage gambling in Ontario’s gaming operators.
The regulator’s standards mandate that casino employees must have the necessary competence, skills, and training to confirm the identity and age of visitors and prevent underage and self-excluded players from gambling.
Penalties Imposed on Each Casino
Each of the three casinos received fines for their violations. Casino Ajax and Pickering Casino Resort were fined CAD 50,000 ($35,941) each for contravening Sections 1.9, 3.1, and 3.2 of the Registrar Standards. Great Canadian Casino Resort Toronto faced a slightly larger fine of CAD 51,000 ($36,660) for two violations of sections 3.1 and 3.2 of the Registrar Standards.
Great Canadian Entertainment has the option to appeal the fines to the Licence Appeal Tribunal (LAT), an independent adjudicative tribunal in Ontario.
CEO’s Comments on the Matter
AGCO’s CEO and registrar, Dr. Karin Schnarr, emphasized the casino operators’ responsibility to prevent underage gambling. She stated, “Ontario casino operators have an obligation to ensure minors are not able to access casino floors or activities such as slot machines or table games. The AGCO will continue to monitor and hold all casino operators accountable for fulfilling this important role.”
This announcement follows a recent settlement between AGCO and Woodbine Entertainment regarding earlier horse-related incidents. The AGCO remains committed to upholding regulations and ensuring responsible gambling practices in Ontario’s casinos.
