Woodbine Entertainment Reaches Settlement with AGCO after Horse-Related Incidents
The Alcohol and Gaming Commission of Ontario (AGCO) recently announced that a settlement has been reached with Woodbine Entertainment regarding an investigation into several horse-related incidents that occurred in the second half of 2024.
Multiple Injuries Prompt Regulatory Intervention
During the period between October 28 and December 15, a total of 19 thoroughbred racehorses suffered injuries while racing and training on Woodbine’s all-weather Tapeta surface. Tragically, ten of these injuries resulted in euthanasia.
One of the most alarming incidents took place on November 9, when six racehorses experienced breakdowns, with three of them requiring euthanasia, as reported by the AGCO. These incidents raised concerns as the Tapeta surface is known for being one of the safest tracks.
Following an investigation, the AGCO found that Woodbine’s track maintenance in 2024 was inadequate, citing issues such as substandard grooming practices, irregular surface depth measurement, inexperienced maintenance staff, lack of standardized maintenance protocols, and improperly maintained track equipment.
Remediation Measures and Settlement
Woodbine Entertainment has agreed to implement various measures as part of the settlement with the AGCO. These include:
- Independent oversight: Woodbine will retain two track safety experts to assess the Tapeta surface and share their findings with both Woodbine and the AGCO.
- Governance enhancement: A Track Surfaces Committee will be established, consisting of experts who will monitor track safety and propose improvements.
- Board-level oversight: Woodbine Entertainment’s board of directors will ensure that the governance and compliance committee oversees the Track Surfaces Committee.
If Woodbine fails to comply with these measures, it could face a CAD 200,000 fine. Additionally, Woodbine has agreed to donate CAD 200,000 to support equine aftercare and welfare in Ontario, with half of the funds going to the LongRun Thoroughbred Retirement Society and the other half to the Thoroughbred Aftercare Alliance.
Additional Commitments and Initiatives
In addition to the agreed measures, Woodbine Entertainment has started training its Racing Surfaces team, hiring skilled maintenance specialists, and acquiring better equipment. The company will also install an integrated racetrack surface tester to monitor moisture, temperature, and cushion depth, renovate parts of the track, and update maintenance protocols.
Meanwhile, the AGCO will enhance its Rules of Racing to include better veterinary oversight, increased scrutiny of horses returning from the vet’s list, and new guidelines for therapeutic treatments.
