Romania Proposes Monthly Limits on Gambling Expenses to Curb Addiction
In an effort to tackle the issue of excessive gambling and addiction, Romania is considering a new legislative proposal that would restrict the amount of money citizens can spend on gambling each month. The proposal, if implemented, would impose a monthly limit equivalent to no more than 10% of an individual’s previous month’s income.
Preventing Excessive Spending and Addiction
The draft legislation covers all forms of gambling, including online betting, casinos, slots, and other gambling activities. For example, a person earning 5,000 RON ($1,084) in a month would only be allowed to spend a maximum of 500 RON ($108.5) on gambling the following month. Similarly, someone earning 10,000 RON ($2,170) would be limited to 1,000 RON ($217) for gambling activities.
By setting these limits, the aim is to prevent excessive spending, accumulation of high debts, and ultimately reduce gambling addiction within the Romanian population.
Monitoring Compliance and Enforcement
Financial institutions managing players’ accounts for online gambling would be responsible for enforcing the imposed limits. Banks would monitor transactions to ensure compliance with the monthly spending cap. Any violations would result in fines of up to 1% of the institution’s turnover.
For physical gambling venues, operators would be in charge of monitoring players’ spending. They would check the available balance of players through a platform provided by the National Agency for Fiscal Administration (ANAF) and report real-time spending. Failure to comply with the regulations could lead to fines ranging from 200,000 RON ($43,416) to 500,000 RON ($108,540) and even license revocation upon repeated violations.
Utilizing Fines for Prevention Programs
The funds collected from fines imposed on banks and operators would be allocated towards prevention and financial education programs managed by the National Gambling Office in collaboration with ANAF. This initiative aims to provide support to individuals struggling with gambling addiction and promote responsible gambling practices.
With the Ministry of Finance also considering a 40% tax on casino withdrawals, Romania is taking comprehensive measures to regulate the gambling industry and protect its citizens from the negative impacts of excessive gambling.
It was recently revealed in an audit report by the Court of Accounts that the National Office for Gambling, Romania’s regulatory body, had shortcomings in effectively monitoring online gambling activities. This further highlights the importance of implementing stricter regulations and oversight in the gambling sector to safeguard the well-being of the population.
