The Van Don Casino Project Proposal
The Ministry of Finance recently submitted a proposal to the Prime Minister of Vietnam for the establishment of a massive casino resort. The planned resort will span approximately 244 hectares and is estimated to cost around $2.2 billion. If the proposal is approved, the casino must be constructed within nine years from the date of approval and will be granted a maximum operational period of 70 years.

One notable feature of the proposed casino resort is its intention to allow both tourists and locals to partake in the gaming activities. The Ministry of Finance has proposed a pilot program that would enable local residents to engage in casino gaming in compliance with relevant regulations. This approach aims to establish the resort as a sustainable entertainment complex that is not solely reliant on foreign visitors.
This initiative is in line with recommendations made by MGM Resorts to the Thai government, advising on competitive casino tax rates and local participation in gaming activities.
Economic Impact and Investment Details
The Ministry of Finance has also put forth a suggestion to authorize the People’s Committee in Quang Ninh province to select a suitable investor for the casino resort project, based on local laws and requirements. The chosen investor would be expected to contribute approximately $296 million towards the total development cost, with the remainder financed through loans.
Despite the substantial investment required for the casino resort, both the Ministry of Finance and local authorities in Quang Ninh are confident in the long-term economic benefits it will bring. Proponents anticipate that the project will significantly boost the Van Don special administrative zone and generate around $10 billion in revenue for the budget over its anticipated 70-year lifespan.
Crackdown on Illegal Gambling Operations
Earlier this year, Vietnamese authorities took action against a large-scale illegal gambling ring, resulting in the arrest of multiple individuals involved in the illicit activity. The operation, which reportedly involved cryptocurrency gambling, was allegedly run by a group of four siblings, along with 30 accomplices who were also apprehended by law enforcement.
